the law enforcement and the obama administration make and how to deal with this? >> i appreciate being here with angela and michael. this whole thing reminds me of the story. and i'm just a country lawyer from colorado. of the guy who prayed to win the lottery ticket. he wanted to win the lottery over and over again. he was constantly asking the lord, would you help me? would you help me? i've never asked you for very much. years went by. he never won the lottery. finally he's down on his knees. help me lord, i need this money so badly. finally a voice comes down. saul, why don't you meet me halfway and just buy a ticket? >> com and washington just buth ticket. they bought a ticket to this lottery. is this this kind of lottery that can be good or bad. if you don't like lotteries and i respect that some people don't like them at all, can this be a less lottery than it otherwise might be. think about the winners an losers because when you decide the lotfully a state or anywhere else, you are thinking about a world where you're maximizing public benefits or you're minimizing the untoward
